The Merchant Council was formed by a group of wealthy and powerful merchants. It wields a surprising amount of power that it exerts by pulling financial strings behind closed doors. The original members of the council managed to secure exclusive rights to ply trade between the great cities of the Retroverse. They hold onto this indulgence with a death grip.
