Description:
This spell when cast upon a target will magically silence him/her for
a duration, and prevent the casting of spells. The target is allowed
a save to resist the effects. The save and duration are affected
by the caster's wisdom, level, and the victim's level, as well as
the caster's % chance in the spell itself. The duration is in rounds
and to keep a target continually silenced, this spell may need to be
repeated several times. It works on players from a distance as well.
NOTE: if a player (*only*) casts this on another player, there is
an added affect of not being able to use channels.
