You can only withdraw a certain amount, dependant on your 'loan' skill and reputation. Also, you can only take out a loan if you have (in your bank account) AT LEAST 100 * [current loan skill]. I.E. if 'loan' skill = 55%, you must have at least 5500gold in your account to get a loan. It is possible, though unlikely to take a large enough loan that it will leave a negative balance in your account. Of course, if you go into debt in this fashion, you must pay the money back.
