Some racial commands cause a permanent reduction in 
exp rate in exchange for certain permanent bonuses. This
reduction is irreversible, until reincarnation. The
commands that do this are:
aspect, auspice, circle, dsleep, inspiration, and vsleep.

Note that this effect does not apply to ascended races, who
can use these powers without penalty.
