"Maxlock" refers to an area being locked to Gifted Ones of a level higher
than that the area is.  Players are unable to access these 'level locked'
areas whilst they remain at a higher level.  Maxlocks can be bypassed using
PE or by highly experienced bards.
Maxlocks prevent more experienced players from farming low level areas
where the risk is low but the gain can be high.
