Secondary Guild--1) The second guild you advance to 10th level in.  This
guild has no impact on your bulk or your guild choices.  Even if the second
guild you join has 20 levels in it, you will only be able to advance to
14th level in the guild.  2) Any guild which consists of only 14 levels. 
14 level guilds can also be your third choice, but you will only be able to
advance to 9th level in them.  In every guild you join after the second
one, you will only be able to advance to 9th level in it.
