An area designed for starting characters.  The challenges
are scaled to the abilities of low level
characters. This does not mean the areas are dumbed-down
as they can have quests [help level quests], puzzles,
NPCs to talk to, or things to figure out. Newbie
areas are not areas of butterflies and rats to
kill, as a theme or story can be appropriately
scaled for any level of player ability.
