Hydrophilia is the natural affinity for water.
It negates some of the underwater penalties. It also
results in bonuses to skills and spell when in or
under water. Finally, it gives bonuses to hit point
and spell point regeneration when in water, and penalties
to them, when dry.

  Over a foot of water is necessary for these effects.
