Rumors are continually spread, so long as there's [not-so-] 
intelligent life.  Many citizens do enjoy passing on a juicy rumor.
You too can pass on rumors in specific places where the citizens are sure
to pick them up.

Note:
  - All rumors are logged.
  - No offensive language.
  - No racial slurs.
  - No religious slurs.
  - Breaking these rules will result in punishment.

Syntax:  spread 
Note that there is no way for you to retract a rumor, so make quite sure
you only "spread" ones that you want to stick around!
A minimum of 5 RPP is needed for spreading rumors.
